Spanish Prime Minister to Freeze His Own Salary 西班牙首相将“自冻”薪水 经济增长放缓 政府带头节俭
1) Xinhua News Release: The Spanish Prime Minister said on the 23rd that, in 2009, he will freeze salaries of himself and of other senior officials in order to encourage frugality against a background of sluggish economy.

2) The economic growth of Spain will be less than 2% this year, lower than last year’s 3.8%. therefore, the government should take the lead in practicing strict frugality, said Jose Luis Rodriguez Zapatero, the Prime Minister.

3) Zapatero’s salary-freezing plan will be put into effect in 2009, its duration temporarily set as one year. People involved in the plan, as released by the PM’s office, ar Zapatero himself, high-ranking government officials and senior managers of the state-run enterprises. However, legislative and judicial officials are excluded from the plan.

4) According to Associated Press, Zapatero’s annual salary is about 92，000 euro (about $143,000), and that of the cabinet ministers, about 81,000 euro($126,000). The average annualsalary of the nation is about 17,000 euro ($26,000)

5) Zapatero said that, in addition to freezing salaries of high-ranking officials, the governmnent will cut expenditures on civil services by 30%, with the same duration as that of salary freezing. Besides, he also plans to reduce the strat-up costs for private enterprises and to quicken the procedures of examination and approval so as to stimulate economic growth.
萨帕特罗说，除冻结高官薪水以外，政府还将把雇佣公务员的经费削减30%，期限与薪水冻结期一致。此外，萨帕特罗计划降低民众创业成本，提速审批手续，以刺激经济增长。
