花园锦都一号楼监理大纲
摘要：建设工程监理制从1998年开始试点以来，在建设工程领域发挥了巨大的作用。
首先本论文对比我国现阶段监理承包方案的模式，通过方案对比最终选择总承包模式。
其次编制本项目的监理大纲，在大纲中综合叙述了洛阳市第一高级中学行政楼的监理总况，制定了监理的目标、工作内容和主要的工作制度。从思想和工作方法入手，给全程监理工作制定良好的基调和氛围。在监理大纲中制定出各种措施来保证该工程项目的顺利实施。这些措施包括：旁站监理措施、工程项目的质量控制、工程工期控制、投资控制、文明安全控制、合同信息管理控制等对项目进行控制。各项控制措施具体的介绍了各自的工作原则、内容、方法、措施和程序，编制了施工进度控制图和相应的投资控制图来控制进度和投资。依据监理大纲制定本项目的监理规划来指导本项目的监理工作。
最后的监理细则是工程中监理工作指导的文件，详细具体的介绍监理在工程中的做法：工程项目中怎样监督和管理；对过程进行控制；对结果实施验收核定的方法和措施。细则中制定的质量、进度、安全和投资监理控制措施，是本论文着重介绍的部分。

ABSTRACT:Construction supervision system has been pilot since 1998, in the field of construction project played a significant role.
Comparison of the first stage of this thesis, the progra contractor supervision model, the final choice by comparing the total program of contracting model.

Thinking and working methods from the start to full supervision to develop a good tone and atmosphere. Work out the outline in the supervision of a variety of measures to ensure the smooth implementation of the project. These measures include: measures for site supervision, project quality control, project schedule control, cost control, safety control civilization, contract control, information management control of the project. 1.1.1本工程监理大纲是严格按照工程招标文件以及现行的法律、 法规、规范、标准等对监理工作的要求进行质量策划后编制的。 1.1.2我公司十分重视本监理大纲的编制，组织负责过类似工程 的监理人员对该工程的重点、难点以及特殊部位进行了分析和研 究、力求做到监理实施方案的科学、合理、详尽、具有针对性和可 操作性。
1.1.3我们的编制原则是预控、科学。
1.2 编制依据
依据国家和地方现行有关工程建设的法律法规相关工程设计和施工质量验收规范及行业标准等结合本项目特点和我公司对类似工程实施全过程工程监理的实践经验编制。
1.2.1花园锦都一号楼建设工程监理招标文件；
1.2.2 《建筑法》、《建设工程质量管理条例》、《建设工程安全理 条例》等国家法律法规；
1.2.3 《建设工程监理规范》（GB50319-2000）；
1.2.4 现行国家相关工程设计和施工质量验收规范及行业标准等; 《建筑工程施工质量验收统一标准》（GB50300-2001）； 《建筑地基基础工程施工质量验收规范》（GB50202-2002）； 《混凝土结构工程施工质量验收规范》（GB50204-2002）； 《砌体工程施工质量验收规范》（GB50203-2002）等等。

1.3.3工程概述：花园锦都一号楼工程，主体六层，局部六跃七框架结构形式 总建筑面积：5613.29 ｍ2（其中商场面积1729.28ｍ2）本工程按七度抗震设防，建筑类别三类，工程等级三级，耐火等级为二级，本建筑合理使用年限为50年。
