第一章 规划背景和规划依据
第一节 规划背景
重庆市委市政府在分析重庆的市情时曾经多次指出,重庆目前经济社会发展水平相对较低,正处在“爬坡上坎、负重前行”的关键阶段,“十一五”期间,发展区域经济,加快城镇化进程,推进城市群的发展已成为重庆市经济发展的重要战略之一。《重庆市国民经济和社会发展第十一个五年规划纲要》中明确指出,“十一五”期要加快集约型城镇化进程,着力解决特大城市缺乏大中城市传接配合的问题,把万州区、涪陵区、江津市、合川市、永川市及黔江区逐步建设成为区域性中心城市,并提出围绕主城特大城市,在大约一小时通勤半径范围内,逐步构建以主城特大城市为核心,以众多大中小卫星城市和城镇为支撑,合理分工、紧密联系、一体化发展的城市群——重庆大都市区,逐步发展成为长江上游地区的经济引擎。
2005年12月重庆市召开的经济工作会上,市委市政府决定要集中力量把万州、涪陵、江津、合川、永川、黔江发展成为六大区域中心城市。2006年将采取六大措施促进其经济发展,其中明确指出“由市交委牵头负责,规划先行,将六个区(市)与周边区县形成交通小循环,成为小枢纽”。这些重大举措的实施,必将大大增强区域性中心城市经济的辐射带动作用,加快重庆市城镇化进程,为区域经济的协调发展起到重要的推动作用。
涪陵区处于重庆主城直接辐射区和递延拓展区、功能支撑和扩散区内,是成长江上游经济带上重要结点城市,远期将融入以重庆主城为核心的大都市区。涪陵在积极承接主城辐射,减少重庆主城“屏蔽”效应制约,提高自身综合经济实力和辐射能力,逐步发展成为重庆中部地区经济中心的同时,承担起传递重庆主城对三峡库区辐射的作用,带动周边城市发展形成渝中城市群,为切实贯彻落实重庆市交委和涪陵区委、区政府的要求,做好重庆市中部地区交通一体化规划,发挥大交通带动大发展,加速重庆中部城镇化进程,涪陵区交通委员会特委托重庆市综合交通运输研究所开展《重庆市涪陵区综合交通运输体系发展规划(2006~2020年)》的编制工作。
