摘要
行政领导是组织行政管理协调统一的保证，贯穿于行政管理的全过程，是行政管理成败的关键，在组织发展中占据着举足轻重的地位，因此了解行政领导的角色和作用是非常有必要的。国内外对行政领导的角色和作用已有了比较全面的研究，本文在这些研究成果的基础上，结合笔者的自身工作经历，对行政领导的角色和作用进行一些探讨，有针对性地提出行政领导应具备的素质和提高素质的措施。

Abstract
