摘 要

随着我国国民经济的高速发展,国内高速公路、城市道路、停车场的建设越来越多,人们对交通控制、安全管理的要求也日益提高,智能交通系统(ITS)己成为当前交通管理发展的重要方向,而车辆牌照识别(LPR)系统作为智能交通系统的一部分起着举足轻重的作用,它在高速公路、城市道路和停车场等项目管理占有无可替代的重要地位,它的广泛应用必将有助于我国交通管理自动化的进程。

本文在详细研究了国内外的各种有代表性的车牌识别系统的基础上,结合中国车牌的特点研发了一种适合中国车牌的识别系统。

本文对车牌识别技术的研究,主要的创新有三个方面: 1基于小波分析的方法,成功地解决了车牌定位系统中传统的图像识别手段很难解决的三个问题;

2本文对图像获取的摄像系统自适应控制技术进行了研究,创造性的提出了行驶车辆图像获取的摄像机自适应控制系统(Acquring Image Adaptive ControlSystem , MACS),很好的解决了车牌识别系统的全天候的问题;

3本文还对车牌识别的定位、切分、识别进行了详细的研究,并分别提出了几种实用的新算法。

Abstract

With the rapid development of China's national economy, national highways, urban roads, car parks, building more and more of the traffic control, security management, the increasing demands, Intelligent Transportation Systems (ITS) has become the current development of traffic management an important direction, and vehicle license plate recognition (LPR) system as part of intelligent transportation systems play a decisive role in its highways, urban roads and car parks, such as project management occupies an important position irreplaceable, it will be a wide range of applications will contribute to our traffic management automation process. In this paper, a detailed study of domestic and foreign representative of a variety of license plate recognition system based on the characteristics of plates in China R & D in China, a suitable number plate recognition system.

In this paper, License Plate Recognition technology, innovation has three major areas: 1. Based on wavelet analysis method, have successfully resolved the plate positioning system in the traditional means of image recognition of three very difficult to solve problems;

2. In this paper, the camera image acquisition system, adaptive control technology for the study of creative vehicles to access the camera image adaptive control system (Acquring Image Adaptive ControlSystem, MACS), a very good solution to the license plate recognition system, all-weather the problem;

3. The article also identify the location of the license plate, segmentation, identification of the research in detail and put forward a number of practical new algorithm.
