施工现场安全生产事故 预防措施及应急救援预案

为贯彻实施《安全生产法》、《建设工程安全生产管理条例》和“安全第一 预防为主 综合治理”的基本方针,加强安全生产管理,执行安全生产责任制度,采取有效措施,防止伤亡和其他安全生产事故的发生,以及当施工中发生事故时,项目部能采取紧急措施减少人员伤亡和事故损失,根据总公司、分公司的《生产安全事故应急救援预案》并结合本工程项目的特点,制定工程项目的施工现场事故应急救援预案。

1 方针与原则以及编制依据

1.1 方针与原则

项目经理部是总公司安全生产的基层单位,为了保证建筑施工事故应急处理措施的及时性和有效性,本着“以人为本,安全第一,预防为主,常备不懈、自救为主,统一指挥,高效协调,减少损失,保护环境”的原则,充分发挥各级部门在事故应急处理中的重要作用,保障人身与财产的安全,使事故造成的损失和影响降至最低程度。

2 应急策划 2.1工程概况
