Abstract through the comparison of tang shan years’precipitation, the article expounds the situation of water resource and through the supply and demand of water resource, it reflects the feature that the water resource is in shortage. Furthermore it explains natural and human factors that lead to the situation and explains utilizing process problems. From the two aspects of open-source and throttled, it discusses the countermeasures that guarantee sustainable utilization of the water resources.
