黑龙江省高标准基本农田建设项目绩效评价研究

摘要： 文章以海伦市2个高标准基本农田补建项目为例，运用DELP法和AHP法构建了基于耕地质量视角的高标准基本农田建设绩效评价指标体系和评价模型，探讨了项目区在项目实施前后的耕地质量变化情况，结果表明2个项目区的耕地质量都不同程度的提高，与实际情况高度吻合，为高标准基本农田建设项目绩效评价提供新的科学方法。
Abstract： The survey provides an analysis of two well-facilitied capital farmland construction in Hailun City， constructing an index system and model of well-facilitied capital farmland
construction performance-evaluation which is based on the perspective of the quality of farmland by DELP method and AHP method， discussing the quality of arable land changes of the area before and after the implementation. The results show that there are some improvements of the quality of arable land after the project in the 2 project area which has got the highly consistent results with actual situation which can offer a scientific method to judge well-facilitied capital farmland construction performance-evaluation.

我国耕地存在分割细碎、水利设施不齐全、质量较低、农业环境恶化等诸多问题，必须通过土地整治的相关措施来改善耕地的不良现状。为了增加粮食生产产量，确保粮食生产安全，促进社会经济持续发展，我国正着力推进大规模建设旱涝保收的高标准基本农田，改善农业生产条件，夯实农业现代化发展基础[1]。高标准基本农田建设项目决策是否正确、规划设计是否合理、预期目标和效益是否实现需要通过一系列的评价来实现。本文基于耕地视角，以黑龙江省海伦市东风镇兴安村、东林乡连山村高标准基本农田建设补建项目为例，探讨了高标准基本农田建设项目效益评价的方法，构建了耕地质量视角的高标准基本农田建设项目绩效评价的指标体系，并对该项目进行定量评估，以期为高标准基本农田建设项目绩效评价提供科学依据。
