摘 要

随着我国经济和社会的快速发展,公众对食品安全的要求越来越高,然而我国目前食品状况并不容乐观,剧毒农药、添加剂的大量使用,工业污染、有害化学物质和微生物污染,食品生产者的不诚实行为、不负责行为,农民的素质观念等因素都直接影响到食品安全。近年来,食品安全事故层出不穷,食品安全问题已成为关系国计民生的一个极为突出的社会问题和政府管理问题,不仅对公众身心产生威胁,而且对国家稳定、社会和谐产生重大影响。从解决食品安全事故的经验中得到,预防和控制比急促的事后处理要有效。因此,将风险预警相关理论引到食品安全研究中来,建立高效、动态的食品安全风险预警系统,加强食品质量安全监管力度,及时发现隐患,防止大规模的食物中毒,并尽快寻找可行的途径对食品安全问题的控制与管理,是一项迫在眉睫的任务。

HACCP是危害分析和关键控制点简称。它确保食品在采购、生产、加工、制造、准备和食用等过程中的安全,是一种科学、合理和系统的危害识别、评价和控制方法。首先,识别食品生产过程中可能发生危害的环节并根据决策树判定关键控制点。然后,监视和控制生产过程的关键环节,从而降低危害发生的可能性。 预警理论就是采用合适的预警方法对企业运行状态进行评价,根据结果针对企业采取相应的预防措施。

本文在阅读大量文献、借鉴相关理论成果的基础上,基于HACCP体系从供应链角度对食品安全进行预警研究。首先介绍了我国食品安全现状、产生原因。其次引进供应链管理与食品安全预警理论,并进行供应链管理与食品安全的关系分析。然后,探讨基于HACCP的食品供应链安全预警方法及决策,这本论文的核心部分。最后,总结结论,指出本文的缺点不足和展望。

ABSTRACT

With the rapid development of China's economic and society , public awareness

of food safety requirements are getting higher and higher, however, China's current food situation is not optimistic, such as the use of large quantities of highly toxic pesticides, additives, industrial pollution, hazardous chemicals and microbial contamination, the food producers of dishonesty, the quality of farmers have a direct impact on food safety. In recent years, food safety incidents after another, food safety has become a very prominent people's livelihood, social issues and governance issues, and pose a threat not only to the public body and mind, but also for national stability, social harmony and have a significant impact. From the experience of addressing food safety incidents, prevention and control is more effective than the rapid post-processing. Therefore, the risk warning theory leads to the study of food safety, and establish an efficient and dynamic food safety risk early warning system, Strengthen food quality and safety supervision, found hidden in a timely manner to prevent large-scale food poisoning, and as soon as possible to find a feasible way to control and management of food safety issues is an urgent task.

HACCP is the abbreviation for Hazard Analysis and Critical Control Point. It ensures the safety of food in the process of procurement, production, processing, manufacture, preparation and consumption, etc., is a scientific, rational and systematic hazard identification, evaluation and control methods. Firstly, identify the food production process which may harm the link and determine the critical control points in accordance with the decision tree. Then, Monitor and control a key part of the production process to reduce the likelihood of harm. Early warning theory is the use of appropriate warning method to evaluate the enterprise operating state to take appropriate preventive measures, based on the results for the enterprise.

In this paper, a lot of reading literature, drawing on the basis of the theoretical results, from the perspective of supply chain based on the HACCP system, we carry out a food security early warning. First, this article describes the food safety situation in China, causes. Secondly, the introduction of supply chain management and food security early warning theory, and the analysis of the relationship between supply chain management and food safety. And then to explore security warning and decision-making of food supply chain based on HACCP, which is the core part of this thesis. Finally, sum up the conclusions and point out the deficiencies and prospects of the shortcomings of this article.
